I hate Fruity Loops. It is like the paint-by-numbers-book of music programs. There is no reason for a begginner to use sub-par equipment. Reason 4.0 is the sickest! I love it, you gotta get it. Let me tell you about Reason 4.0. It is incredible. There are a few awesome synths, including the legendary Thor. It is some crazy triple-oscillating synth with an awesome step sequencer and it spits out trance and techno riffs like nothing else I’ve used. The Redrum drum machine is frikkin’ awesome, you can use it as a step sequencer, or write the drum hits in the note lane by hand, or play live with any type of midi controller. Then it is easy to quantize everything into perfect timing, or adjust to give it a human feel. There are millions of patches for each of the synths, samplers and loop players in Reason that you can find online. Use tons of loops, or write everything from scratch. Lately I have been sythesizing all my sounds, it is a ton of fun once you learn how it works. There are a bunch of tutorials on Reason on Youtube, I suggest you go and watch some. The manual is very good as well, it is a must read. Reason has an epic mastering suite with compressors and equalizers and limiters and more. And fully customizable effects like delay, chorus, flange, reverb, you name it. I love the arpeggiator, it is so much fun. Full parameter automation for everything, full control. Don’t settle for less. If you have any questions, or if you get the program and need tips, email me. I would be happy to talk shop with you. I use an M-audio Axiom 61 midi controller, and I think it is perfect for the program. Here is a song I did, it’s not my favorite, but it’s the only one I have online right now. http://www.zshare.net/audio/592774843a78...
I am self taught on the piano and on Reason, this is just for fun. If you have more questions, email me.
Note: The program is for making beats, NOT recording. Use Audacity or ProTools to record. You can load the beats you make into a recording program to record over them, or make recordings or cuts and load them into a sampler in Reason.

To give you a short answer: Garageband for mac Sony Acid Music Studio for PC. Pretty simple programs for beginners like yourself, make sure you read these articles. They’re really helpful tutorials!
EDIT: With both these programs you can make beats AND record!
